Teachers' Promotion Hopes Rest on 2028 Job Evaluation and SRC Oversight

Many Kenyan teachers spend years in the same grade waiting for career progression opportunities. Promotion depends less on teaching quality than on whether a vacancy opens in higher grades.

The Teachers Service Commission says it has heard this complaint from educators nationwide. Proposed revised Career Progression Guidelines released June 9, 2026 aim to address systemic promotion delays.

2028 Job Evaluation Will Determine New Grade Worth
Teachers will learn their real promotion prospects in 2028 when SRC and TSC complete joint evaluation. This Job Evaluation exercise will decide what each new grade is worth economically.

The new CPG could launch in July 2028 following the evaluation completion. However, SRC concerns about the public wage bill cast uncertainty over implementation timing.

Problems With 2018 Guidelines Create Stagnation
The 2018 CPG created pay disparities between teachers, administrators and curriculum support officers. The system made aligning school categories with remuneration structure extremely difficult operationally.

Teachers with similar qualifications received unequal treatment under the tall scale structure. The lengthy ladder with narrow rungs forced teachers to clear many hurdles spanning years.

Administrative Titles Force Teachers Into Management Roles
Senior grades were tied exclusively to administrative titles in the current structure. A classroom teacher wanting to progress was effectively pushed towards management roles.

Many excellent teachers were forced into administration whether or not they wanted it. This created misalignment between teaching talent and administrative capability in schools.

New Two-Track System Separates Professional and Administrative Growth
The biggest change in the new proposal separates administrative positions from professional growth entirely. Each grade is called "Teacher" followed by a number, with Teacher 1 at top.

Each grade carries both administrative meaning and classroom growth meaning simultaneously. Teachers excelling at instruction could reach senior grades without running schools operationally.

SRC Wage Bill Concerns Create Implementation Uncertainty
The SRC has repeatedly warned about a ballooning public wage bill threatening reforms. It recently suspended new salaries and benefits for some civil servants, particularly county officials.

This suspension has caused uproar among teachers questioning whether the promised reform stalls. Educators worry SRC wage concerns could indefinitely delay the 2028 job evaluation launch.
