IEBC Questions Hassan Omar Over Dead Voter Remarks

United Democratic Alliance (UDA) Secretary-General Hassan Omar has appeared before an electoral committee over controversial remarks about deceased voters. The Independent Electoral and Boundaries Commission (IEBC) summoned him to explain comments made during a political rally in Mombasa.

Omar appeared before the Electoral Code of Conduct Enforcement Committee at Anniversary Towers in Nairobi on Wednesday, October 21, 2026. The proceedings follow remarks he made on September 11, which sparked public debate about electoral integrity ahead of the 2027 General Election.

Remarks Spark Electoral Integrity Concerns

During the Mombasa rally, Omar made comments that critics interpreted as suggesting deceased people's fingerprints could be used to cast votes. His remarks referred to taking a dead person's finger before burial and using it with the biometric voter registration system.

The comments drew criticism from members of the public and political leaders. They raised concerns about the integrity of elections and the responsibility of politicians when addressing supporters.

The controversy also placed attention on the IEBC's role in enforcing electoral conduct rules. The commission is responsible for examining complaints and ensuring political actors comply with the applicable electoral code.

Omar Says His Words Were Misinterpreted

Omar later defended his remarks, saying they had been taken out of context. In a statement issued on September 15, he described his comments as a metaphor intended to encourage voter mobilisation and participation.

He maintained that he was not advocating electoral malpractice or proposing that deceased people should vote. Instead, he said his message was that every eligible voter should participate and every vote should count.

His explanation forms part of the background to the committee's proceedings. The hearing gives him an opportunity to respond to the concerns raised over his statements.

IEBC Promises Fair Hearing

In a statement dated October 14, IEBC Chairperson Erastus Edung Ethekon confirmed that Omar had been summoned to appear before the committee. The commission said the matter would be considered under the Electoral Code of Conduct in the Second Schedule of the Elections Act, 2011.

IEBC stated that the committee would consider the available material and Omar's representations before making a determination. It also emphasised that the proceedings would be conducted independently and impartially.

The commission said anyone summoned before the committee would receive a fair opportunity to present their case. No final determination on Omar's remarks was included in the information provided.

The matter comes as political activity builds ahead of the 2027 General Election. The committee's eventual decision will clarify whether any action is warranted under the electoral code.
