Ruto Expands Teacher Promotion Plan as TSC Targets 50,000

A major expansion of teacher career advancement has been ordered after President William Ruto directed TSC to target 50,000 promotions in 2026/27.

The new target represents an increase of nearly 16,000 positions from the 34,016 opportunities already advertised, with additional government funding expected to cover the expansion.

More Teachers to Benefit

The directive was issued on Monday, October 5, during the World Teachers’ Day celebrations at Kasarani, Nairobi.

TSC had allocated about KSh2 billion for the promotion exercise after the annual budget for teacher promotions was doubled from KSh1 billion.

Ruto said the commission should increase the advertised opportunities to 50,000, describing the exercise as the largest single-year promotion programme for teachers.

The additional positions are expected to create more opportunities for teachers seeking advancement after remaining in their current grades for extended periods.

New Career Pathways Await Approval

The promotion expansion comes as revised Career Progression Guidelines are being prepared for approval.

Consultations between TSC and teachers’ unions have reportedly been completed, with the guidelines now awaiting approval from the Salaries and Remuneration Commission.

The revised framework is expected to provide clearer career advancement routes, including opportunities for teachers to progress to senior professional levels without necessarily moving into administrative positions.

Ruto said the approval process should be completed within two weeks.

20,000 Contract Teachers Also Targeted

The President also announced that 20,000 Junior Secondary School teachers who have served for at least two years will be moved to permanent and pensionable terms from January 2027.

KSh4.9 billion has been set aside for the conversion, adding another major employment measure alongside the expanded promotion programme.

The government has also announced plans to recruit another 20,000 teachers before the end of 2026, which would bring the number recruited under the current administration to 120,000.

The latest measures place teacher promotions, recruitment and employment security at the centre of the government’s education agenda as it seeks to address staffing and career progression concerns.
